Buffalo: New York state's second-largest city population-wise typically gets a lot of snow each winter, turning parks into a winter wonderland.

Let it snow: Because of Buffalo's proximity to Lake Erie, it receives something referred to as lake-effect snow, which is generated by cold dry air passing over warmer water.

A changing Buffalo: Former expats are returning to their home city, opening small businesses and keeping things local. All participants of the warmest cold city sweepstakes are independently-run operations.

Niagara Falls: While a visit to the falls is not included in the extensive weekend package, the lucky winner could make a trip to see the vast falls, which are located about 20 miles outside of downtown Buffalo.

Hotel Henry: The two-night stay at a former mental facility turned hotel is an architecture lover's dream. Inside, art is also everywhere.

Downtown: The city's downtown area, once depressed and desolate, is rising yet again. The 398-foot art deco City Hall is one of Buffalo's landmark buildings.

Albright-Knox Art Gallery: The sweepstake winner will receive two passes to the art gallery, which houses modern and contemporary art.

It's not that bad: Buffalonians know the cold and gray days of winter can be trying, but rather than staying indoors, they continue living, often enjoying pints from the city's many craft breweries.

Not stir-crazy: There's a case to be made for staying in and warm by a fire, but there's also something to be said about cold-weather activities, such as outdoor ice skating.

Season of snow: The folks behind the sweepstakes hope the winner will see Buffalo in a new and beautiful light -- as a city with art, culture, shopping, good food and great people.
