Joe Biden was allocated seven delegates in the Virgin Islands territorial caucus. The US Virgin Islands, which have been a territory since 1917, participate in the presidential primary process but not the general election. In 2016, Hillary Clinton won the Virgin Islands Democratic caucuses over Bernie Sanders. In the 2016 Republican caucuses, none of the delegates went to any of the Republican candidates running for president. The Virgin Islands’ Legislature, governor’s office and its single nonvoting congressional delegate seat are controlled by Democrats.
