Arkansas has changed a lot in the quarter-century since Bill Clinton ran the state as governor. It's now a Republican stronghold with complete GOP control of the statehouse, governor's mansion and congressional delegation. Gov. Asa Hutchinson (R) initially opposed President Trump during the 2016 primaries but now has his endorsement and is expected to win a second term. The most competitive race in the state is expected to be in the 2nd Congressional District, around Little Rock, where moderate Democrat Clarke Tucker is trying to oust second-term Rep. French Hill (R). African-American voters could be key in the race, as they make up about 20% of the district's electorate.
