This Week In Congress

After last week's embarrassing defeat on disaster relief legislation, congressional Republicans are determined to shape the debate over a proposed $85-billion tax cut package. Senate Majority Leader Trent Lott (R-Miss.) took the offensive this week, calling President Bill Clinton a "spoiled brat" on the talk show circuit. At issue are provisions of a tax-cut package approved by the House Ways and Means Committee last week. The White House has complained that the GOP proposal lacks $35 billion in education tax breaks and favors the wealthy over the working poor.

'We Must Break Down The Barriers'

President Bill Clinton launched a yearlong campaign to heal America's racial wounds during a commencement speech Saturday at the University of California, San Diego. "We have torn down the barriers in our laws. Now we must break down the barriers in our lives, our minds and our hearts," Clinton said. The president singled out California's Proposition 209, a 1996 ban on racial preferences, as a step backward in the effort to achieve equality.
