The incident occurred when the pilot was trying to land the hot air balloon in a hay field Saturday night in New Holland.
Its top got caught up on the power lines as it was deflating, said Sgt. Mark Willwerth of the New Holland Police Department.
"There does not appear to be anything wrong with the balloon, and weather is not believed to be a factor," he said.
All three people aboard were hospitalized at a local trauma center with severe injuries.
The injured were the 55-year-old pilot from Lancaster County and two passengers from Maryland: a man, 53, and a woman, 48.
Police did not release their identities.
