Ireland to lower encryption export restrictions

(IDG) -- The government of Ireland has relaxed regulations for exporting mass market encryption products, the Department of Enterprise, Trade & Employment announced Friday.
The simplified licensing procedure, known as a General Authorization (GA No.1 of 2000), means Irish companies are no longer required to obtain export licences for individual products or for individual countries, said Mary Harney, the Minister of Enterprise, Trade and Employment in a statement.
"Ireland is now the world's largest exporter of software, and introduction of these new procedures will further assist us in maintaining that position. Cryptographic software is essential for the secure transaction of e-commerce to which this government is committed," Harney said in the statement.

The GA No.1 of 2000 is valid for shipping encryption products from Ireland to 154 countries and is not determined by bit length, according to the statement. Indonesia, Libya, Nigeria, the Federal Republic of Yugoslavia (FRY), Ethiopia and Eritrea are not included due to trade restrictions.
Companies shipping the mass market encryption products simply must add "GA 1 of 2000" on commercial documentation, or if needed, on the official government document (known as SAD), the Department of Enterprise, Trade & Employment said. Such documentation must be made available for government inspection if requested for three years after the year the product was exported.
Multinational companies operating in Ireland, such as Microsoft, Oracle and Novell, will be able to take advantage of the exportation rules for mass market encryption products.
