HONG KONG, CHINA:  Hong Kong flag flutters with the territory's newest skyscrapper International Finance Center Two (2IFC) in the background, 04 October 2005. The world's third tallest tower International Commerce Centre  when finised by 2010 -- will be ready for use while the upper stories are still being constructed.
