The Office of Management and Budget announced on October 29, 1999 that, based on monthly agency data provided in October, 99 percent of the federal government's mission-critical systems are Y2K compliant. The less than 65 remaining mission-critical systems of four agencies are now being tracked individually.

The vast majority of states appear to be making good overall progress in their Y2K efforts, as 42 states reported that at least 90 percent of their mission-critical systems were compliant as of November 1, 1999 according to the President's Commission on Year 2000 Conversion. Progress on Federal programs jointly administered by the Federal Government and the States often varies depending on the State agency charged with operating the program.

As of October 1, six States and two territories (Alabama, Alaska, Massachusetts, New Hampshire, New Mexico, North Carolina, Puerto Rico, and the US.. Virgin Islands) were rated as being high-risk in being able to provide health services such as Medicare or Medicaid by the Health Care Financing Administration.

A survey from the National Emergency Number Association reported in December indicates more than 98.5 percent of 911 call centers say their equipment is now Y2K ready.
