Butler report says Iraq uncooperativeDecember 10, 1998Web posted at: 2:53 p.m. EST (1953 GMT) (CNN) -- U.N. Special Commission Chairman Richard Butler issued a status report Thursday on Iraqi cooperation with international weapons inspectors: On December 5, during a chemical monitoring inspection, Iraq's national monitoring directorate placed unacceptable conditions on photographing bombs, citing national security concerns. No photographs were taken. The same day, Iraqi representatives tried to prevent videotaping, interrupting and seeking to direct the site personnel's responses. Also, the Iraqis tried unsuccessfully to prevent the team from photocopying a set of documents. The director of the facility said no Iraqi personnel were allowed to answer questions about the storage location of UNSCOM tagged equipment and stock microorganisms that had been moved after Iraq's October 31 decision to stop cooperating with inspectors. The director refused to answer similar questions, stating that the inspection agreement supported his position. Conflicting accounts were given about the presence of personnel, the dates items were moved in and out of the facility, who ordered the movement, which items were involved and whether the items stayed within the perimeter of the facility. On December 4, the first planned inspection by UNSCOM team 261 was postponed after Iraqi authorities imposed conditions on the conduct of the inspection on a Friday, the Muslim Sabbath. Subsequently, a message was received from the government agency dealing with inspections, denying that it was placing any conditions on the inspection, but nevertheless stating that Iraq would facilitate entry to buildings "during the working days of the week, except Fridays."
