U.S., Russian diplomats aim to end Yugoslav crisis
April 27, 1999 MOSCOW (CNN) -- Russia and the United States made new diplomatic efforts Tuesday to end the war in Yugoslavia, but reported little progress. U.S. Deputy Secretary of State Strobe Talbot met with Russia's special Balkans envoy Viktor Chernomyrdin, describing the meeting as "constructive, serious and frank." "There is no question that the United States and Russia are working together on this problem," Talbott said. Russia, a longtime ally of the Serbs, opposes NATO's bombing campaign against Yugoslavia. The disagreement has strained the relationship between the United States and Russia. "I believe there must be compromises, and it will be impossible to discuss talks without them," Chernomyrdin said. "We have to reach an agreement to first stop bombings to enable us to conduct talks." Talbott's meeting with Chernomyrdin reportedly went longer than anticipated, and a second meeting was a possibility. Earlier Tuesday, Russian Foreign Minister Igor Ivanov met with Talbott, discussing NATO's attempts to keep oil supplies from entering Yugoslavia. "On some aspects of this question, our opinions coincide, but there are many complicated issues which still remain to be worked out together," Ivanov said. "Our opinion (is) that all sides should refrain from any action which would further complicate the situation and further complicate the work that we are trying to carry out together." Talbott said his meeting with Ivanov was very useful. "I learned even more about Russian perception of the situation and I'm convinced that the U.S. and Russia are continuing to work together along with many other countries to try to bring peace to the region," he said.
