  • The office of the president of the Ukraine.
Description of government structure:
  • Chief of State: President Leonid D. KUCHMA
  • Head of Government: Prime Minister Viktor YANUKOVYCH
  • Assembly: Ukraine has a unicameral Supreme Council (Verkhovna Rada) which has 450 seats.
Description of electoral system:
  • The president is elected directly by the people for a four-year term.
  • Of the members of the Supreme Council, 225 of the seats are allocated via a proportional basis to parties that earn at least 4% of the votes. The remaining 225 seats are secured by popular vote in single mandate districts. All members serve four-year terms.

YUSHCHENKO and YANUKOVICH will advance to the second round of elections on November 21, 2004.

When was the last election?
  • Presidential elections were last held on October 31 and November 14, 1999. In this election, Leonid D. KUCHMA became president by winning 57.7% of the votes in the second round, while Petro SYMONENKO secured 38.8% of the votes.

  • Population: 47,732,079 (July 2004 estimate)
  • Number of registered voters: 37,613,022
Is there anything unique about this election that would be of interest to an international audience?
  • Major issues in the elections included corruption, the economy, improvement of the police and judicial system, and lack of free press.
  • International analysts expressed concern that the elections were not be free or transparent because the media has devoted more time on the government-backed YANUKOVICH than on the opposition leader YUSHCHENKO.
