Description of government structure:
  • Chief of State: Beriz BELKIC (Bosniak), Jozo KRIZANOVIC (Croat), Zivko RADISIC (Serb)
  • Head of Government: Dragan MIKEREVIC
  • Assembly: Bosnia and Herzegovina has a bicameral Parliament (Skupstina) consisting of the National House of Representatives (Predstavnicki Dom) with 42 seats and the House of Peoples (Dom Naroda) with 15 seats.
Description of electoral system:
  • The presidency consists of three members, one Bosniak, one Croat and one Serb, who rotate every eight months. All three members of the presidency are elected by popular vote for a four-year term.
  • Of the three presidents elected, the one with the most votes becomes Chairman of the Presidency
  • In the National House of Representatives, all 42 members are elected by a system of proportional representation with 28 seats allocated from Federation of BiH and 14 seats allocated from Republika Srpska. All members will serve four-year terms according to the election law adopted in August 2001.
  • In the House of Peoples, 10 members are appointed from the Bosniak/Croat Federation's House of Representatives and 5 members are appointed from the Republika Srpska National Assembly for four-year terms

Of Interest:
  • Prior to January 2001, Bosnia and Herzegovina had a draft law rather than a permanent law regarding its elections. During the 2000 elections, the candidates for both Houses were elected to two year terms, based on the assumption that a permanent election law would be created prior to the 2002 elections.
  • In August 2001, the House of Representatives and House of Peoples adopted the Election Law of Bosnia and Herzegovina that will be enforced during the 2002 presidential as well as upcoming legislative elections.
  • This is the first time after signing of Dayton Peace Accord that representatives will be elected for four year mandate as oppose to two year mandate in previous elections.
