  • 550 seats in the seats in the House of Representatives or DPR (Dewan Perwakilan Rakyat)
  • Regional House of Representatives (Dewan Perwakilan Rakyat Daerah):
    • 1,838 seats for provincial House of Representatives
    • 12,760 seats for district (regent/city) House of Representatives
  • 128 seats for the new Regional Representative Council or DPD (Dewan Pewakilan Daerah).
Description of government structure:
  • Chief of State and Head of Government: President MEGAWATI Sukarnoputri
  • Assembly: Indonesia has a unicameral House of Representatives or DPR (Dewan Perwakilan Rakyat) which consists of 550 seats.
Description of electoral system:
  • The president is elected by direct popular vote to serve a five year term.*
  • Members of the DPR are elected via an open list proportional representation system while the DPD candidates are elected using a Single Non Transferable Vote (SNTV). In this system, voters in each precinct will vote for one candidate only, with each province required to elect four representatives to the DPD.

*Note: Originally the president was elected by the People’s Consultative Assembly (Majelis Permusyawarahan Rakyat or MPR) until a constitutional amendment passed allowing the public to cast direct ballots.

  • Parliamentary elections were held in Indonesia on June 7, 1999.
Population and number of registered voters:
  • Population: 216,948,359 (February 6, 2004)
  • Number of registered voters: 147,219,531 (February 6, 2004)
Of interest:
  • Twenty-four political parties met the requirements to be registered in the upcoming polls.
  • Political parties that obtain at least .3% of the seats in the DPR, and 4% of the seats in the DPRD throughout at least one half of the total provinces and regencies/cities are able to participate in subsequent elections. If a party does not meet these requirements, can elect to amalgamate with another political party to obtain the required seats.
  • A political party or a coalition of parties must obtain at least 15% of the number of DPR seats or 20% of the national votes in the DPR elections to nominate a presidential candidate.
  • Major issues surrounding the elections included government corruption, economic instability, and poll-related violence.
  • The large scale of the election poses logistical challenges and constitutional amendments in 2002 and 2003 which have changed the election framework have increased the complexity of the election process.
