Description of government structure:
  • Chief of State and Head of Government: President Bacharuddin J. HABIBIE
  • Parliament: Indonesia's unicameral parliament, the Dewan Perwakilan Rakyat (DPR), or House of Representatives, consists of 500 members.
Description of electoral system:
  • The president and vice-president are elected by majority vote by the Majelis Permusyawaratan Rakyat (MPR) for five-year terms.
  • 462 members of the Dewan Perwakilan Rakyat (DPR) are directly elected from 27 multi-member constituencies by a party list proportional representation system for five-year terms. The remaining 38 seats will be allocated to the Indonesian Armed Forces (ABRI).
  • The Majelis Permusyawaratan Rakyat (MPR), or People's Consultative Assembly, will be composed of the 500 DPR members plus 200 non-DPR members. Of the non-DPR members, 135 delegates are chosen from the 27 provinces and 65 are chosen from the Society Group Representatives. The MPR is charged with selecting the president and vice-president of the republic and is scheduled to convene at least once a year.

Of Interest:
  • The June 1999 election will be the first poll since the end of President SUHARTO's 32-year rule. It will be Indonesia's first open multi-party vote in four decades.
  • Along with the DPR poll, provincial and municipal level elections are also scheduled for June 7.
  • The poll will be conducted by the recently established National Election Commission, or Komisi Pemilahan Umum (KPU). The KPU is composed of 48 representatives of political parties standing for election and five representatives from the government. KPU members are allowed to run for office.
  • Indelible ink will be used to ensure that voters only vote once.
  • The election comes two months before a scheduled referendum on the political status of East Timor, the former Portuguese colony annexed by Indonesia in 1976.
