Description of government structure:

  • Chief of State & Head of Government: President Eduard Amvrosiyevich SHEVARDNADZE
  • Georgia has a unicameral Parliament, or Umaghiesi Sabcho, which has 235 seats.
Description of electoral system:
  • Supreme Council members are elected by popular vote to serve four-year terms; 85 members are elected by a plurality system and 150 by a proportional representation party-list system with a 7% threshold to gain parliamentary seats. (Within the plurality system, the 10 members elected in 1992 will maintain their mandates until the territorial dispute in Abkhazia is resolved).
  • Under both electoral systems, at least 50% of the registered electors in each constituency must have voted for the election to be deemed valid. If no candidate has obtained at least 33% of the vote within the plurality system, a runoff is held between the top two candidates.

The ruling party favors furthering the process of Western integration by applying for membership to NATO and accuses the Revival opposition bloc of favoring pro-Russian policies.
