has a bicameral National Congress composed of the Senate (Camara
de Senadores) and the Lower Chamber (Cámara de Diputados)
- The Senate consists
of 128 members.

Description
of electoral system:
- The president is
elected by popular vote for a six-year term.
- In the Senate,
64 members are elected by simply majority (2 per state, including Mexico
City) and 32 seats are accorded to the first minority party. The remaining
32 seats are distributed by proportional representation. All members
serve six-year terms.
- In the Lower Chamber,
300 members are elected by simple majority vote and 200 members are
elected by a party list proportional representation system. All members
serve three-year terms.

Of Interest:
- Prior to this
election, the Institutional Revolutionary Party (PRI) had controlled
the presidency since its creation in 1929.
- Ernesto ZEDILLO
was barred from running in this election by the Mexican Constitution,
which allows the president to serve only one six-year term.
- The Institutional
Revolutionary Party (PRI) held its first ever presidential primary on
November 7, 1999. Prior to this election, the PRI appointed its candidate.
