HAVANA, Cuba (CNN) -- The Cuban government and state media have remained highly critical of NATO's military attack on Yugoslavia. But to the surprise of many Cuba watchers, the U.S. government's proposal to bring 20,000 Kosovo refugees to the Guantanamo Bay naval base -- which is on the island of Cuba -- hasn't received the same critical attention.
Indeed, Cuban officials have offered to assist in the humanitarian effort, as CNN's Havana Bureau Chief Lucia Newman reports.
