Clinton vetoes arms embargo

WASHINGTON, D.C. (CNN) -- President Clinton has vetoed a proposal to break the Bosnian arms embargo despite its wide support in Congress. Senate Majority Leader Bob Dole says the Senate will not take up debate on the veto before today's session ends and the August break begins.

President Clinton says the embargo would be "the wrong step at the wrong time."

"I recognize that there is no risk-free way in Bosnia. But unilaterally lifting the arms embargo will have the opposite effects of what its supporters intended," Clinton said.

The Bosnia arms measure passed the Republican-led Senate and House by more than two-thirds vote that would be needed to override the president's veto. But Press Secretary Mike McCurry says the White House is "reasonably" certain they could sustain an override attempt "given the situation on the ground."

Congress will reconvene in September and take up the issue then.
