OAK BLUFFS, Massachusetts (CNN) -- Declaring that terrorism would not succeed or be tolerated, President Clinton on Thursday condemned new suicide bombings in Jerusalem and said Secretary of State Madeleine Albright would go ahead with a trip to the region next week.

"When things are hanging in limbo, all sides become more vulnerable to the enemies of peace and particularly, the people of Israel become more vulnerable to terrorists who desperately do not want to see this peace process proceed," Clinton said.

The president, speaking from his vacation retreat in Martha's Vineyard, also called on Yasser Arafat's Palestinian Authority to "do all it can to create an environment that leaves no doubt that terror will not be tolerated."

But he gave no indication what the United States might do to protect Israel from terrorist attacks.

Albright's trip is scheduled to begin in Israel next Tuesday and take her to Palestinian-held territory, Egypt, Jordan, Syria, Saudi Arabia and possibly Lebanon over a week to nine days.

Senior White House Correspondent Wolf Blitzer contributed to this report.
