Mexico can effectively fight drugs, report says

MEXICO CITY (CNN) -- A joint U.S.-Mexican report on illegal
drugs released Tuesday says the Mexican government has "the
capacity to act effectively" against drug trafficking.
The document, signed by President Clinton's top drug-fighter,
Gen. Barry McCaffrey, comes just days after Mexico announced
it is re-building its corruption-riddled anti-drug agency,
and two months after Mexico's top drug-fighter Gen. Jesus
Gutierrez Rebollo was fired after allegations he aiding drug
traffickers.
The "Bi-National Drug Threat Assessment" avoids harsh
accusations, saying both the United States and Mexico are to
blame for the continued flow of illegal drugs.
