Hebron talks stall as Palestinians celebrate independence

HEBRON, West Bank (CNN) -- Israeli and Palestinian negotiators returned to the negotiating table amid declining hopes for a speedy agreement on Israel's troop pullout from the West Bank town of Hebron.
Israeli officials said Thursday that they hoped to have an
agreement within days, but Palestinian leader Yasser Arafat said he was "not optimistic."
U.S. President Bill Clinton and King Hussein of Jordan both have talked to Arafat in recent days to urge him to make an agreement on Hebron.
In Hebron, however, the mood was festive as Palestinians
commemorated November 15, 1988, the day the Palestine National Council, the Palestinians' parliament-in-exile, declared statehood in the West Bank and Gaza Strip.
