China tests nuclear bomb, now at test ban talks

LONDON (CNN) -- Hours after what China promised would be its last nuclear test, Beijing's envoy arrived in Geneva Monday for talks on making that promise a reality, not only for itself but for all nuclear powers.

Discussions resumed on the Comprehensive Test Ban Treaty after taking a month off.

The treaty is already in draft form, and needs to be approved by the 61 nations involved. Negotiators have missed one provisional deadline already because of differences over issues such as how the treaty will come into force, on-site inspections, and language about disarmament.

India and China are said to be chief among the objectors. But reports say the United States and the Russians are confident they will reach agreement on a compromise.

Russian navy grasps at threads of glory for 300th anniversary

ST. PETERSBURG, Russia (CNN) -- The Russian navy Monday celebrated its 300th anniversary. Hundreds of thousands of people lined the harbor at St. Petersburg, where the navy was founded, to remember the glory days of the Russian naval fleet.

Veterans brought out their medals and paraded through the city, reminding many Russians of the navy's strength during World War Two. One said the Germans were afraid of the Russian navy, calling the sailors "the black death."

However, the Russian navy, like the U.S. Navy, has seen severe cuts recently. In the 1980s, the force numbered 500,000 personnel and 290 main warships. Today, it is down to fewer than 300,000 personnel, and about 150 main warships.
