Perot waits for tally on Reform Party

Santa Monica, CALIFORNIA (CNN) -- Tuesday was the day of truth for Ross Perot and his new "Reform Party." Perot and his supporters had until 5 p.m. Tuesday to submit 89,007 member registrations to qualify for California's 1996 presidential ballot.

Perot told CNN his party has collected the signatures it needs. State officials will make a preliminary count Wednesday.

New evacuations ordered due to chemical spill

BOGALUSA, Louisiana (CNN) -- Another 1,500 residents were ordered out of their homes Tuesday night as hazardous materials experts tried to contain a chemical leak.

With this second round of evacuations, nearly 3,000 residents of Bogalusa, population 16,000, have been displaced by the spill from a rail car which began Monday afternoon.

An attempt to transfer the nitrogen tetroxide from the leaking tank car at a chemical plant failed Tuesday, forcing officials to instead pour neutralizing chemicals into it.

A pinkish cloud of the potentially deadly chemical rose from the tank car Monday afternoon, forcing the initial evacuation of 1,400 people living within a mile radius of the spill.

NTSB rejects pilot safety recommendations

WASHINGTON (CNN) -- In an unprecedented move, the National Transportation Safety Board on Tuesday declined to adopt safety recommendations from investigators who studied an American Eagle plane crash that killed 15 people.

Investigators appearing before the NTSB blamed pilot error for the turbo prop plane crash near Raleigh-Durham International Airport last December.

Investigators said the pilot incorrectly assumed an engine had failed, but did not take action to land the plane. They said the pilot also allowed the plane to slow to dangerously low speeds, then pulled up the nose, causing the crash. The staff also said the pilot had a poor performance record.

The staff recommended putting procedures in place to find and eliminate poor pilots and having airlines share pilot performance information, but the board declined to adopt the recommendations, calling instead for further study.

Shuttle plugs in new TV gear

CAPE CANAVERAL, Florida (CNN) -- Science experiments continued Tuesday aboard space shuttle Columbia. A new, digital television system being used for the first time sent back pictures of work in progress and astronauts were able to see real-time video images beamed up from the ground. Some of the experiments are designed to create better computer semiconductors, along with improved metals and alloys. Columbia's 16-day mission is due to end November 5.

IRS cancels "super audits"

WASHINGTON (CNN) -- Blaming congressional budget cuts, the Internal Revenue Service has shelved plans for a new round of so-called "super audits." Information collected from the "Taxpayer Compliance Measurement Program," as it's formally known, would have been used to develop statistical profiles of people who may owe the government more money than expected.

House Republicans applauded the decision, saying the program placed an unnecessary burden on taxpayers who play by the rules. Supporters said the program, last used in 1988, helps the government catch likely tax cheaters. The current program would have randomly selected the income tax returns of 150,000 individuals and businesses and forced them to document every single entry, even to the point of providing a marriage certificate to prove they could file a joint return.
