ATLANTA (CNN) -- About 100,000 children in the United States are in foster homes, and many could linger there for years. President Clinton has introduced a plan for an online link between foster care agencies and families looking to adopt, which could speed up the placement process.

CNN's Pat Etheridge has the story.
