Illinois town rises to new heights

VALMEYER, Illinois (CNN) -- Five years ago, the Mississippi River flooded dozens of towns in Iowa, Illinois and Missouri. It was a U.S. disaster second only to Hurricane Andrew in the scope and cost of the damage.
One of the stricken towns has gone to extraordinary lengths
to make sure it never happens again.
