Despite safeguards, many abused children fall through bureaucratic cracks

ATLANTA (CNN) -- In 40 percent of child abuse cases nationwide, the threat was already known to the child welfare system, but it failed to protect the victims.

Nowhere has the problem become more acute than in New York City, where despite an annual budget of nearly $2 billion, children continue to fall through the cracks.

Next month, the city will be forced to defend itself in federal court against a class action lawsuit seeking to strip Mayor Rudolph Guiliani's administration of its control over Child Protective Services.
