NEW YORK (CNN) -- Low unemployment typically means good news. But businesses that depend on teen-agers to fill summer jobs are finding that new hires are hard to find.

The 4.3 percent unemployment rate is part of the equation. And this summer, high school and college students are not heading behind the counter for typical summer jobs.

Instead, they are taking internships and jobs where they can develop skills for the future. CNN's Cynthia Tornquist reports on the unfilled summer job market in one New Jersey beach town.
