Clinton has proposed a $3,000 credit over two years or a $10,000-a-year deduction that would phase out at higher income levels. He's up against Republicans in control of Congress who complain the president is only nibbling around the edges of real tax reform. Passage of one of the more sweeping proposals will occur only if Congress and the White House come to terms on capital gains taxes, the budget and a host of other basic issues. Chances are good taxpayers may find some new breaks by this time next April. But if they are counting on passage of one of the sweeping overhaul proposals, they may be sorry.
