Rough weather hinders TWA wreckage search

SMITHTOWN, New York (CNN) -- For the second time in a week, investigators delayed the search for wreckage of TWA Flight 800 because of bad weather.

Officials temporarily called off the search Thursday after a crew member broke his leg and National Transportation Safety Board vice chairman Robert Francis fell overboard from the shuttle boat.

In late August the search was delayed because of Hurricane Edouard. Searchers again will halt their effort until early next week when Hurricane Fran has passed, Francis said.

Young blacks match education level of whites

WASHINGTON (CNN) -- The high school completion rate for certain blacks reached about the same level as their white peers for the first time, the U.S. Census Bureau said Thursday.

The report, which said that 87 percent of blacks in the 25 to 29 age group completed high school, represents "a very profound change in one of the country's long-running, deep-seated problems -- the disparity between whites and blacks in education," said Michael Casserly, director of the Council of the Great City Schools, which represents the nation's 50 largest urban school districts.

The gap between blacks and whites has narrowed because schools, particularly in urban areas, have done more to keep students in school, have tailored programs for students who are faced with having to drop out and work or leave school because of pregnancy, he said.

House passes measure restricting U.N.-led American troops

WASHINGTON (CNN) -- The U.S. House of Representatives has passed a bill that restricts the president's power to place U.S. armed forces under United Nations command.

The bill, which now goes to the Senate, would prohibit the Pentagon from funding those operations unless the president certifies to Congress that the mission is in the national interest-- or unless Congress separately authorizes the venture.

Immigration sweep nets 3,600 illegal workers

WASHINGTON (CNN) -- Federal agents arrested more than 3,600 illegal workers in 13 states as part of a massive sweep through almost 500 workplaces.

The Immigration and Naturalization Service (INS) said the enforcement operation is part of the ongoing crackdown on businesses that employ unauthorized aliens.

Nearly all of the illegal workers are from Mexico, working in construction, food processing, agriculture and other businesses typically associated with illegal immigration.

Dow Corning advertises deadline to file implant claims

WASHINGTON (CNN) -- Dow Corning Thursday announced a deadline giving recipients of breast and other implants about five months to file legal claims.

Thousands of women fitted with the silicone implants have claimed to become ill with connective tissue diseases such as rheumatoid arthritis.

Dow Corning is currently undergoing Chapter 11 bankruptcy reorganization while contesting a class action suit against the company, and a judge has ordered it to notify anyone with claims or potential claims against Dow Corning that they must file a special claim form by January 15, 1997.
