CNN LIVE AT DAYBREAK

Brutal Weather

Aired January 15, 2004 - 05:15   ET

THIS IS A RUSH TRANSCRIPT. THIS COPY MAY NOT BE IN ITS FINAL FORM AND MAY BE UPDATED.

CAROL COSTELLO, CNN ANCHOR: Well, we've been talking about the brutal weather, let's take you live to Buffalo, New York and Stephanie Hoey from WKBW.
Yes, you're bundled up.

How does it feel out there?

That's a dumb question, isn't it?

STEPHANIE HOEY, WKBW CORRESPONDENT: Well, no, it's not a dumb question. Not at all. It feels pretty cold, Carol. It's often a little bit difficult to talk, at times. I'm bundled up with my hat, my scarf, my gloves and plenty of layers this morning. And, you know, what's funny, a couple of weeks ago it was 50 degrees here. So we actually thought maybe we would be in for a mild winter. No such luck here in Buffalo, of course.

The temperature here in downtown right now is three degrees and we're in for a very cold day. A high today of a whopping five degrees and there is a wind chill warning here and it's going to be wind chills of 25 to 30 below and right now it feels like about 10 below. So it's pretty chilly.

COSTELLO: That's an understatement.

A question for you. I know when the weather is warm and then really cold it really wreaks havoc on the underground piping, and that leads to a lot of water main breaks.

Has there been a problem with that?

HOEY: There has been a problem, a constant problem. actually, it was a story we had on our air yesterday. Several water main breaks throughout the area. And it's just something you learn to deal with when you live in this part of the country. And Buffaloneans are used to this.

COSTELLO: Really? It doesn't phase you guys at all that it's this cold and the wind chill is that frigid?

HOEY: It does phase us, yes, indeed. It's something that -- we're used to snow here, we're used to cold weather. But it doesn't usually get this cold. A lot of records have been set. And a lot of people are trying to avoid this weather, if they can, and stay inside. But some people, you have to go to work every day and the kids have to go to school, so everyone has just really been building up all of those layers.

Actually, the health department here issued a cold weather advisory yesterday because it is so cold.

COSTELLO: What is that behind you -- I'm just curious -- with the big buffalo on it?

HOEY: Oh, it's a big buffalo. We're in downtown, in Niagara Square, and it's just one of our -- it's just something you'll see if you travel in downtown Buffalo. You can't miss it.

COSTELLO: I love that.

Thank you.

Stephanie Hoey from CNN affiliate WKBW.

Thanks.
