Congress Approves .08 Blood Alcohol Level as National Standard

LOU WATERS, CNN ANCHOR: We have a bit of business in from Washington, where the United States Congress has just approved a $58 billion transportation spending bill which, among other things, sets a set of incentives for states to adopt a more strict blood alcohol limit for drunk driving: .08 is the new limit. Thirty-two states have a limit of .10. Unless they lower that limit in those states, they will lose 2 percent of their highway money.

That's part of the transportation bill. There are other thing included, of course, including new airport facility money and air traffic control improvements. We'll have more on that story throughout the day.
