Specter: President not sole 'decider'
WASHINGTON (CNN) -- President Bush isn't the only 'decider' when it comes to the Iraq war, according to the ranking GOP member on the Senate Judiciary Committee.
During a committee hearing Tuesday on congressional powers with respect to the Iraq War, Sen. Arlen Specter, R-Pennsylvania, reacted to the president's statement last week that he was "the decision maker" when it comes to troop levels in Iraq. "The president repeatedly makes references to that fact that he is 'the decider,'" Specter said. "I would suggest respectfully to the president that he is not the sole decider, that the decider is a shared and joint responsibility, and that when we talk about the authority of the congressional power of the purse ... we're talking about authority which ought to be recognized."
