The one left behind
WASHINGTON (CNN) -- At least one member of the president's cabinet is designated not to attend the speech in person, to ensure the presidential line of succession. The choice of which cabinet member stays home rotates among the departments.

2005: Don Evans, Commerce Secretary
2004: Don Evans, Commerce Secretary
2003: John Ashcroft, Attorney General
2002: Gale Norton, Secretary of the Interior
2001: Anthony J. Principi, Secretary of Veterans Affairs
2000: Bill Richardson, Secretary of Energy Secretary
1999: Andrew Cuomo, Secretary of Housing and Urban Development
1998: William Daley, Secretary of Commerce.
