HMOs are testing an emergency response system

(CNN) -- Some HMOs are testing an emergency response service as an alternative to calling 911. The system is being considered for minor emergencies and dispatching ambulances for routine matters, such as transferring patients from one facility to another.

Managed care facility Kaiser Permanente has been testing the service for two years. It stresses that patients should call 911 first for life-threatening emergencies and serious medical conditions. However, critics say some people won't call 911 first, fearing their care won't be covered by insurance.
