French citizens to track own medical treatments

PARIS (CNN) -- France will mail medical record books to every
French citizen over 16 by the end of the year in an effort to
control rising medical costs.
The 45 million booklets will be used to record patients'
treatments and doctor visits. The goal is to avoid
unnecessary duplication of consultations that are costly for
the state.
The French welfare system reimburses patients for a large
part of their medical expenses. Those reached $2,220 per
French citizen last year, or 9.8 percent of the country's
Gross Domestic Product, compared with 8.6 percent in Germany
and 7.1 percent in Britain.
