Will Iraq use chemical weapons?

If the U.S. goes to war in Iraq, the Pentagon has to consider this key question: Will Saddam Hussein use chemical or biological weapons? He didn't use those weapons during the 1991 Gulf War, but that is no assurance he wouldn't in a second conflict.
