Who's Taking All Those Bribes?

Last week's Monitor showed Transparency International's ranking of countries whose business people were most likely to pay bribes. This week it's TI's list of countries where officials are most likely to take those illegal payoffs. The Germany-based NGO compiled the results of surveys from various sources- 17 in all - to come up with their 1999 rogues' gallery. The higher the country's rank, the lower is the perception by business people, risk analysts and the general public that the country is corrupt.
