House Republicans unveil 'e-Contract'

June 24, 1999

WASHINGTON (AllPolitics, June 24) -- First there was the "Contract with America" now House Republicans have introduced an "e-Contract" to reduce taxation and regulation of high tech industries.

Saying "a cutting edge society needs a cutting edge agenda," House Majority Leader Dick Armey (R-Texas) introduced a plan to pursue tax cuts that promote investment, research, and development; modernize the education system; ensure Year 2000 readiness; remove barriers to E-Commerce; reign in excessive regulation; and protect intellectual property rights. "Our commitment to high technology begins with the notion that Congress must first do no harm," said Chairman of the House Republican Conference, Rep. J.C. Watts of Oklahoma. "It is largely thanks to the absence of government interference that new technologies have been able to prosper and benefit us all."

House Minority Leader Dick Gephardt of Missouri dismissed the plan as an effort to gain a larger share of the high tech industry's political contributions, adding "technology business leaders don't want e-pandering."

The Associated Press contributed to this report.
