WASHINGTON (AllPolitics, February 8) -- Sources familiar with Justice department deliberations say officials there are leaning toward investigating independent counsel Kenneth Starr's handling of the initial interview with former White House intern Monica Lewinsky at the Ritz Carlton Hotel.

Sources tell CNN the investigation would be a very narrow look at the circumstances surrounding the January night when investigators from the Independent Counsel's office first detained and questioned Lewinsky.

Specifically, the Justice investigators are reviewing whether the deputies discouraged Lewinsky from contacting her laywers, and her mother.

The investigators also are examining whether Starr's lawyer discussed an immunity deal with Lewinsky without her attorney present.

The decision to proceed with such an investigation is a controversial one in the Justice Department because of the likely criticism that would come from Republicans.

Attorney General Janet Reno also has been reluctant to take action in part because she has not wanted to influence impeachment proceedings, sources said.

Another concern, according to investigators, is that to resolve this issue they might need to talk to Lewinsky directly to get her side of the story, which would raise additional complicated issues.
