Press spokeswoman Lisa Harrison told CNN Smith hopes to make a formal announcement of his candidacy after the conclusion of the Senate trial of President Bill Clinton. Smith will open a Washington office Monday and will also open offices in New Hampshire and Iowa in the next few weeks.

Harrison said Smith has raised about $300,000 so far and has spent the past few months touring the nation supporting conservative candidates and testing the waters for a presidential bid.

Smith was re-elected to the Senate in 1996 with 49 percent of the vote. His Democratic competitor Dick Swett ran a close race, capturing 46 percent of the vote.
