Berkley, a telecommunications consultant and lawyer, will succeed two-term Republican Rep. John Ensign, who challenged Sen. Harry Reid rather than seek re-election to the Las Vegas-area seat.
Berkley campaigned on the goal of keeping tuition affordable and making higher education more accessible to qualified students. She also favored better oversight of child-care centers and nursing homes.
Chairez focused on ethics in government and called for major tax reform, including replacing the current tax code.
Early on, Berkley looked like an easy winner, but Democrats were worried throughout the fall by Chairez's strength in the polls.
Berkley found herself on the defensive at one point in the campaign when a former employer revealed a memo she had written suggesting that he try to influence local political leaders by hiring their relatives. But Chairez also did not come across as a strong candidate.
