Judiciary Committee Considers Measure To Restrict Teen Abortions

WASHINGTON (AllPolitics, May 20) -- Some Democrats are raising opposition to a Republican effort in the Senate Judiciary Committee to make it illegal for teenagers to cross state lines to get an abortion.

Senator Dianne Feinstein (D-Calif.) told the committee the government cannot legislate what she calls "a macho male mentality" and she will vote against the legislation known as the Child Custody Protection Act (S1645).

But Sen. Dick Durbin (D-Ill.), disagreed. He says teenagers who cross state lines for an abortion should be held accountable and punished. He points out that many teenagers are accompanied by a parent and the parent is often procescuted. Durbin believes minors should be treated as adults. "Do crime, do time," said Durbin.

The committee also heard testimony from one family whose teenage daughter had an abortion and died as a result.

The bill would make it illegal for any teenager to get an abortion without the consent of both her parents. The committee chairman, Sen. Orrin Hatch (R-Utah), said parental consent is crucial. "In most places, a school nurse cannot provide an aspirin to a student for a headache without her parent's permission," Hatch said.

Pennsylvania Attorney General Mike Fisher told the committee the bill would help law enforcement officials track down people transporting teenage girls across the state border to get an abortion.
