Resolution Urges Clinton To Consult Congress On Iraq

WASHINGTON (Feb. 27) -- A resolution introduced in the House Thursday, signed by 75 members who span the political spectrum, urges President Bill Clinton to get congressional approval before launching a strike Iraq.

"Bombing is an act of war and only Congress has the authority under our Constitution to declare war," said Rep. Roscoe Bartlett (R-Md.), who introduced the resolution.

"Iraq may be ruled by the dictator Saddam Hussein, but the United States elects a president, not an emperor," Barlett said in a written statement. "This is the reason why President Clinton cannot and should not unilaterally order American military forces to bomb Iraq."

The non-binding, bipartisan "Sense of the Congress" resolution was endorsed by 20 Democrats.
