The Dole Proposal

Seizing on the flap over donations to the Democratic National Committee by non-U.S. citizens, GOP nominee Bob Dole in mid-October outlined a strategy for campaign reform which included four main proposals:

  • A requirement that only American citizens be allowed to contribute funds to a candidate or political party.
  • Creation of a bipartisan committee to study ways to eliminate soft money from labor unions and corporations to political parties.
  • A ban on the use of mandatory contributions such as labor union dues for political purposes.
  • Reforms to lessen the influence of PAC giving.
