President Bill Clinton is scheduled to speak about welfare at 1:25 p.m. CT. Clinton will be speaking from the Cessna Aircraft Co. in Wichita, Kansas.
The president has spotlighted Cessna's partnership program as a model for helping welfare recipients get the skills needed for landing jobs once their welfare checks stop.
