Loan Officer Spotted Clinton's Name On List

LITTLE ROCK, Ark. (AllPolitics, Nov. 17) -- A former loan officer who worked at Whitewater figure Jim McDougal's Madison Savings and Loan briefly in 1983 says he saw President Bill Clinton's name on a computer-generated list of outstanding loans.

"I just noticed it," Howard Taylor, McDougal's former employee, told The Associated Press. The loan was in the $20,000- to $30,000-range on the list, but no loan folder with details of the transaction could be found, according to Taylor.

Clinton testified last year in McDougal's bank fraud trial that he had never borrowed money from his former real-estate partner's S&L. However, documents recently discovered in the trunk of an abandoned car in Little Rock include a 1982 cashier's check for $27,000 payable to Clinton.

Saturday's Arkansas Democrat-Gazette quoted McDougal as saying that Clinton did indeed receive a loan from Madison, and that Clinton even signed one of the loan documents in the governor's office.

Taylor notified the FBI in 1994 of his discovery and he has since been interviewed by the agency. Taylor said he has not been subpoenaed to testify before the grand jury investigating Clinton's financial dealings.

Taylor said he left the job at Madison Savings and Loan because he felt the bank had poor loan- and record-keeping practices.
