Subject: Justice Moves A Step Closer To Independent Probe Of Gore

Senior Justice Department lawyers have tentatively recommended that Attorney General Janet Reno begin a 90-day preliminary investigation into fund-raising calls by Vice President Al Gore, CNN has learned. That could lead to the naming of an independent counsel.

The recommendation was made orally, and Reno responded with a list of questions. Justice Department attorneys are working to address her questions.

A more formal written recommendation is likely due by mid-week, and Reno is expected to make her decision by Friday. It's Reno's prerogative to accept, reject or amend her staff's recommendations. There have been occasions that Reno has rejected staff recommendations, but she normally follows their advice.
