Subject: Kerrey Still Undecided About 2000, Despite His Weekend Comments

Despite his comments to the contrary on Sunday, Nebraska Democratic Sen. Bob Kerrey has not made a final decision on whether he will run for president in the year 2000.

In an appearance on the Fox network Sunday morning, the 1992 presidential contender sounded like he would take a pass at a presidential run in 2000.

"....I have decided," Kerrey said. "... I'm happy in the Senate today, as happy as an individual could be in Congress at the moment. And I really don't have any desire to be president."

But in a Sunday night interview with the Omaha World-Herald, Kerrey sounded a different message. He said he "did not seek a headline: Kerrey decides not to run for President" and told his home state newspaper, "I have not made a decision."

It appears if Kerrey had to make a decision today, it would be no. But if the Nebraska senator does not have to make a decision yet, then he is still considering a presidential bid.

Sources close to Kerrey, including at least one source who spoke to him since the Fox appearance, reiterated to CNN that Kerrey has not made a definitive decision about a presidential bid. "Nothing has been ruled out," one source said. "He (Kerrey) thinks it is too early to talk about it."

And, CNN has learned that Kerrey has been mulling over internal memos that discuss a possible 2000 bid. At least one of these memos focuses on "the A to Z's" of what Kerrey would need to do should he run in 2000, sources said. The same memo discusses what staffing and fund-raising plans would need to be put in place.
