Subject: Time To Bury Post-Cold War Rhetoric, Berger Says
National Security Advisor Samuel Berger says it's time to bury the post-Cold War era. Berger believes the dialogue of American international policy has been frozen in post-Cold War rhetoric which describes what has been dismantled instead of what is being built in its aftermath.
In a speech at the Center for Strategic and International Studies in Washington, Berger outlined the Clinton Administration's six key strategic
objectives. The first goal is working for a peaceful, democratic Europe. Second is building a strong, stable integrated Asia Pacific region. Third, asserting American leadership in promoting peace in the world. The fourth strategic goal is combatting what Berger called "transnational security threats," such as
drug trafficking and terrorism. Fifth is building an open trading system throughout the world. And the final goal is for the U.S. to maintain a strong military and provide enough resources for diplomacy.
Following his speech, Berger was asked about the political fund-raising controversy and its
impact on relations with China. Berger said the allegations against China are
serious, and if they are true, then the U.S. would have to take appropriate action. But he stressed they are only allegations and the Justice Department is investigating them.
Berger was also asked about the deteriorating situation in Zaire. He
said the U.S. is working with South Africa to bring the government and rebel leaders together for negotiations on ending the civil war. Berger stressed the need for a political solution in Zaire involving a transitional government and free elections.
