"The United States condemns these acts and condemns the failure to condemn these acts," Biden said following a meeting with Israeli Prime Minister Benjamin Netanyahu while on a trip to the Middle East.
Biden was in Israel at the time of the attack and said that his wife and grandchildren were having a meal on the beach near the place it occurred.
Netanyahu also criticized Palestinian Authority President Mahmoud Abbas' political party for praising the assailants as "martyrs and heroes."
Biden is set to meet with Abbas later Wednesday.
Taylor Force, a former U.S. Army officer, was part of a Vanderbilt University tour group. He was stabbed to death on Tuesday and 10 others were wounded in a terror attack that spanned Jaffa and southern Tel Aviv. The attacker, a Palestinian from the West Bank, was fatally shot by police.
While the attack was taking place the vice president was nearby in a meeting with former Israeli President Shimon Peres.
